Created in 1933, the Georgia Municipal Association (GMA) is the only state organization that represents municipal governments in Georgia. Based in Atlanta, GMA is a voluntary, non-profit organization that provides legislative advocacy, educational, employee benefit and technical consulting services to its members. The purpose of this position is to coordinate, implement, administer, and support the Association's municipal services programs. This position manages assigned programs and projects, serves as a primary resource to member municipalities and program partners, coordinates with internal departments and external service providers, and provides professional support for departmental initiatives. The position exercises independent judgment while working under the general direction of the Director. ESSENTIAL FUNCTIONS The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Coordinates and administers assigned municipal services programs and assists in the development and implementation of new program initiatives.
  • Coordinates assigned revenue recovery programs, including delinquent business license fee recovery, hotel and motel tax recovery, alcoholic beverage excise tax compliance, telecommunications and right-of-way management, and GovDeals online surplus auctions.
  • Coordinates assigned purchasing and cooperative procurement programs, including Home Depot and natural gas purchasing initiatives.
  • Monitors program performance, tracks participation, prepares reports, and recommends improvements to enhance program effectiveness and member value.
  • Manages assigned program relationships with service providers, vendors, financial institutions, consultants, and business partners to ensure quality service delivery and contract compliance.
  • Assists in researching, evaluating, and implementing new municipal service programs and member benefits.
  • Collaborates with the Association's Communications Department to develop marketing materials, presentations, and member communications promoting departmental programs and services.
  • Collaborates with service providers and the Association's Member Services and Consulting teams to develop program content and coordinate webinars, workshops, conferences, and educational events.
  • Provides technical assistance and customer service to member municipalities regarding program participation, policies, procedures, and available resources.
  • Represents the department at conferences, workshops, meetings, and training events.
  • Prepares correspondence, reports, contracts, presentations, and other program-related documentation.
  • Coordinates special projects and departmental initiatives assigned by the Director.
  • Maintains knowledge of applicable laws, regulations, industry trends, and best practices affecting assigned programs.
  • Works collaboratively with internal departments, municipal officials, financial advisors, bankers, attorneys, vendors, consultants, and other stakeholders to coordinate program activities and resolve issues.
  • Identifies opportunities to increase member participation and enhance the value of existing municipal service programs.
  • Provides administrative and operational support for departmental activities, including coordinating meetings, maintaining records, processing documents, and assisting with communications as needed. ADDITIONAL FUNCTIONS
  • Assists with meeting preparation, event logistics, and program administration.
  • Performs other related duties as assigned. MINIMUM QUALIFICATIONS Bachelor's degree in Finance, Business Administration, Public Administration, Economics, Communications, or a related field; three (3) years of progressively responsible experience in municipal government, financial services, program administration, economic development, or a related field; or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.
